Economic Development Program


The Newport Beach City Council has adopted an Economic Development Policy, which recognizes that the promotion of economic activity in the City makes it possible for the City's residents and property owners to enjoy a healthy economy, high quality municipal services, and strong residential property values. The City Council has appointed an Economic Development Committee to conduct activities that implement the Policy. The EDC is composed of twenty-four members representing the geographic and business areas in Newport Beach. It focuses on data analysis and strategic planning; regulatory, land use and development review; and business retention and recruitment.

The Community & Economic Development Division of the Planning Department works closely with the Newport Beach Chamber of Commerce, the Corona del Mar Chamber of Commerce, the Conference and Visitors Bureau, and business associations throughout Newport Beach in designing and implementing programs to enhance the economic vitality of the community.

Recent successful events include the fourth annual Newport Beach Film Festival, which features many categories of feature and short film over nine days and gathers film enthusiasts from around the world to scenic Newport Beach. Another fine event is the Toshiba Senior Golf Classic, held annually at the lush Newport Beach Country Club. This year's Champions Tour stop featured such golf favorites as Tom Watson, Hale Irwin and Chi-Chi Rodriguez and was broadcast nationally on The Golf Channel.

The Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) Program was initiated by Congress in 1974 as part of the Housing and Community Development Act. The program is funded directly by the federal government’s Department of Housing and Urban Development (HUD). The CDBG Program has three primary objectives:

CDBG funds can be used for a wide variety of programs, services and facilities improvements. This means funding for a broad array of community needs, including but not limited to:

According to the Federal regulations, the City of Newport Beach is allowed to spend a total of 20% of CDBG funding on program administration and 15% on community services, such as senior meal delivery, domestic violence prevention, youth recreation and health services programs.  The remaining amount of funding is then used for infrastructure improvements, which include projects such as the construction of community centers, modifications of public spaces to make them accessible to the handicapped or rehabilitation of existing park facilities.
