A News rack Permit is required for any newspaper rack that rests in whole or in part on public property per Municipal Code Section 5.70.020. The owner of a prospective news rack must apply for and obtain a permit prior to placing any news racks.
There are conditions in the interest of public safety that must be satisfied for a permit application to be approved. Additionally, there are further restrictions for news racks that are placed on Marine Avenue in Balboa Island. These conditions are not intended to discriminate against, regulate or interfere with the publication, circulation or distribution, or dissemination of any newspapers.
