The use of candles and other open-flame decorative devices in places of assembly and drinking or dining establishments shall be in accordance with the California Fire Code. The flame shall be enclosed except as follows: Openings on the side shall not be more than 3/8-inch diameter. Chimneys shall be made of noncombustible materials. Such chimneys shall be securely attached to the open-flame device. Openings on the top and the distance to the top shall be such that a piece of tissue paper placed on the top will not ignite in 10 seconds. Permit Fees are $66.00 for a Special Event Permit. A sample arrangement must be brought into the Fire Prevention Division for testing and approval prior to its use. The Fire Prevention Department is located at City Hall at 3300 Newport Blvd. Office hours are M-F 8:00am – 5:00pm. It is advised to call for an appointment for the testing and approval.
