Every owner or permit holder who maintains a pier that extends into the Newport Harbor shall pay to the City an annual fee. Any owner or permit holder who fails to pay this fee shall be subject to a penalty of up to 100% added to the fee due. Failure to pay the fee plus any accrued penalty shall constitute grounds for revocation.
