No person shall promote, host, organize or allow a large party, gathering or event to occur on private property which is determined by a Police Officer to threaten the public peace, health, safety or general welfare of the neighborhood or surrounding community. Fines: The person responsible will be held liable for civil fines in amounts established by resolution of the City Council. The initial call, or any subsequent call, may also result in the arrest and/or citation of violators. Failure to Pay: The failure to pay the fees or fines assessed within the time specified may result in the matter being referred to a collection agency. Any unpaid fees or fines will be assigned to a collection agency approximately 90 days after the original due date. At that time, 30% of the original fee will be added to the fine for collection/recovery costs. Appeals: Any recipient of a disturbance citation may file an appeal. A request for hearing form must be filled out and returned to the City along with an advanced deposit of the fine within 30 days from the original violation. Any fine shall be refunded if it is determined that the person charged was not responsible.
