To contest an Administrative Review decision, you may request an Administrative Hearing. Administrative Hearing forms are available above for downloading.gov. The Administrative Hearing form can also be faxed or picked up in person at City Hall-Revenue Division 3300 Newport Boulevard between Finley and 32nd Street.
The entire penalty amount must be included with your Administrative Hearing form. If the hearing decision results in a dismissal of the citation, the penalty amount will be refunded to you by mail.
The Administrative Hearing Request form must be submitted within 21 days of the mailing date of the Administrative Review results. Forms can be mailed with the entire penalty to PO Box 3080, Newport Beach, CA 92658-3080 or dropped off in person to the Administrative Services Central Cashiering Counter.
You will have the choice to appear in person, submit a written statement of facts or have a telephonic hearing. You will be notified in writing by mail of your hearing date and time.
